Voltage Surge Protector is an older term primarily used within Europe and Asia to describe plug-in or low voltage surge protectors. In some cases this term is used to describe hard-wired surge protectors. The usage of “Voltage Surge Protector” as well as “Power Surge Protector” is most commonly shortened to surge protector. Other widely used terms for surge protectors are Secondary Surge Arrestors, lightning arrestors, and Transient Voltage Surge Suppressors (TVSS).
When UL 1449 3rd Edition went into effect, the safety regulation of Secondary Surge Arrestors and Transient Voltage Surge Suppressors (TVSS) were merged for electrical systems rated under 1000 volts. To avoid widespread industry confusion, the nomenclatures for both classes of surge protectors were changed to coincide with the US National Electrical Code (NEC) and international standards’ term Surge Protective Devices (SPDs). UL subdivided SPDs using ‘Type’ designations in order to distinguish the devices application. For example, hard-wired SPDs designated as ‘Type 1’ SPDs can be installed on the line or load side of the main overcurrent protection (OCP).

A surge suppressor is a device used in an electric circuit to prevent or reduce the likelihood of damaging effects due to unwanted higher-than-normal voltage surges. Electronic equipment can be protected by installing surge suppression devices on main distribution panel, then throughout the facility. When surge suppressors are used at downstream panels, it will protect equipment from surges generated within the facility. Any motor that turns on or off will cause a surge disturbance in the electrical system. Approximately thirty percent of surges originate from outside a facility, while the remaining surges generated can be from the sources within the facility.
Lightning is known to cause damaging effects to manufacturing processes, causing down time or loss of product. Millions of dollars are spent in the replacement and repair of these suspect components that have been surge damaged. Surge suppressors are a line of defense to prevent or reduce failures.

Lightning Arrester, while undefined but currently used throughout the industry, and Surge Arrester are interchangeable surge protection terms. Arresters are surge protectors but are vastly different from a Surge Suppressor i.e. Transient Voltage Surge Suppressor (TVSS). Prior to September 2009, Lightning Arrester / Surge Arresters and TVSS had basically the same function but were regulated by two different entities. Arresters were evaluated under the IEEE standard C62.11 and were subjected to almost no safety testing while TVSS were evaluated under UL 1449 and rigorously safety tested.
Post September 2009, UL 1449 and 2008 NEC Article 285 require lightning arrester / surge arresters and TVSS for electrical systems rated under 1000 volts to follow the Surge Protective Device (SPD) requirements. These surge protectors (SPDs) are subjected to rigorous safety testing and effectively obsolescence the usage of the former terms in these applications. The term arrester now only applies to surge protectors for electrical systems rated above 1000 volts. These arrester applications are covered by Article 280 of the NEC.
Arresters are typically installed on transmission lines and they divert lightning and utility switching surges to ground, clamping (or limiting) the voltage of the surge. Their function is similar to that of a hardwired SPD that is installed inside a facility. They are generally MOV-based like an SPD, but unlike an SPD they have no safety disconnectors. Their lack of safety disconnectors makes them susceptible to violent failures (i.e. explosions). This was the main reason lightning arrester / surge arresters under 1000V were regulated obsolete.
